The current itemrefineinfo.bin of topsg doesnt make the glow of sword of rape flame(+13) looks as nice as it deserves to be. I stumbled upon a more better itemrefineinfo.bin which i got from this site

Its under the 'Latest Patch' section, its a 3.1mb file, you just need to extract the itemrefineinfo.bin to replace your existing itemrefineinfo on your script/table of your pko folder. Dont extract his iteminfo.bin cause, it may cause your client to crash. Anyways, sorry if i dont have a picture(cos argent map is down for now), to cut a long story short, the effect of a +13 glow will be ---> like a trailing fire on your sword(sword of rape flame)

Funny thing: on phyllis, the glow of the rape flame has a twilight bow on the handle. 
also u see glows on the shield. as u can see in the pic, thats a blessed shield +9 i think. anyway, thanks for the post sayan
